Been using Elements 8 for years. Was offered upgrade to 2025 for $79. Did so but I don't have all the 'options' that tutorial videos show. Here is a screenshot - (No AI or 'distractions' toolbar) DISAPOINTED!!!

Adobe has found a way to obsolete any previous software on CD's from store purchased software, if you had to re-install it for any reason, one gets the message that "you have maxed out the installations and you must un-install a verison" if you uninstall it your hosed, because now even though you have un-installed right then or previously, One still get the same message as before not allowing any more installs. the message is misleading and bogus BS and its a way for Adobe to not allow any older versions to be installed and FORCE one into buying their subscription even though the many previous versions purchased on CD worked perfectly fine on the computer here, and one doesn't need tech support or the latest and greatest features.
This scenario, lets say for example you bought a Pink Floyd record back in the day on Vinyl 33 RPM record, before somebody thought of the brilliant way to keep money flowing in the company, instead of having the customer go to a place of business and actually purchase the item, now with suscription services like Adobe, if one wanted to listen to their Pink Floyd Record, they would have to pay them each time the subscription came due, and if they didn't, the record would do a mission impossable self destruction.
Already their are way to many subscription services for just about everything one does, from plus this or plus that, escpecially TV, or this ap to do this and another to do that, just waiting for the one that allows one to.... nevermind not going to give them any more ideas.

at least some incorrect information. to start activations have always been limited (usually to 2).
activations can be recovered by deactivating a device that has a current activation (same as always).
what has changed:
1. that's now the only way ti recover activations.
2. the deactivating device must gave an is and default browser that meet adobe's security standards.

You need to be in advanced mode. The distractions and AI comment make me think you are thinking about Photoshop and not Photoshop Elements. Even thought PSE does contain some AI tools, when most user talk about AI in the forum they are talking about the "generative fill" tool only found in Photoshop.
The distractions tool is also only found in Photoshop- I believe version 26.4 and above. No, you cannot add those tools to previous versions of Photoshop, or PSE.
Tools are limited, on purpose, in quick and guided modes.

Glenn has already explained to you that the tutorials you mention in your original post are probably for Photoshop CC which contains many more options, including those you mention.
The Remove tool shown in your last screenshot does use AI and provides the same function as the CC remove distractions tool option. Is there some other problem that you want us to help you with?

No, they do not mislead. People get confused because the programs have many of the simliar tools, then get frustrated when they find out stuff like the generative fill is only in photoshop, not Photoshop Elements. Users will make "uninformed decisions" and make quick purchases without read product descriptions, or even trying out the trial versions. Tools and product descriptions are extremly well documented.
