photoshop elements 7 --- can it be repaired?

I don't have the disc anymore -- its many years old. It was a free version but it suited me for my amateur needs. The programs starts then freezes. I'm going round in circles trying to find a fix.  Can it be fixed or is pay now only?

Hopefully you have retained the serial number. If not, you will have to purchase the current version PSE2018
