photoshop elements 8 gives error message when I try to open editor

I purchased Adobe Photoshop Elements 8 in 2001 in the United States.

Since that purchase I have updated to Windows 10 (on the same PC) and immigrated to Canada

When I try to use the edit function I get the following error message

I have uninstalled and reinstalled the software twice, once with the United States as my country and once with Canada as my country.

I did not get an error message related to country or serial number for either install.

I contacted customer support and they said they weren't trained to handle this and to post my problem on the forum.
