What OS do you have on your new computer?  If it is Big Sur or beyond, Elements 9 almost certainly won't install.  If it is Monterey, you may want to wait awhile before purchasing Elements 2022, since most users are having problems with it and it is not yet officially supported by Adobe Elements.  Adobe is working on a fix but I have no information as to when that may happen.

In the meantime, you can download a free trial of Elements 2022 to see whether it meets your needs, despite the reported problems.

You might be able to find a copy of  PSE 9 laying around somewhere on the internet (but it won't matter anyway), however, the validaton / registration servers for that version have been shut down for years, and that version of the program hasn't been suported for years as well.

It wouldn't matter if you could download a copy:  It wouldn't work on you new OS anyway-- apple killed off 32 bit programs  (last year?)-- it won't work on your new computer.
