Photoshop elements: b&w coloring

Hi - Im looking at a cost effective package to do b&w coloring and photo repair. occasionally. I been suggested that Photoshop Elements is away to do this.  Would this be a good package to get for the occasional user?

It should work very well for you for this purpose. If you encounter any problems, you will find help here on the forum.
