Photoshop Elements default settings

I'm trying to assign photoshop elements to be the only app that opens JPEG files. I cant get Microsoft on my PC to do this. Help?

1. Open File Explorer

2. Navigate to a JPEG file on your computer

3. Right click on the thumbnail, and in the contextual menu go to Properities 

4. In the dialog go to "Open With" and click on Change, and select PSE Editor.
