I am using PSE Editor 16 on a super good MacBook Air. EVERY time I click any part of the Photoshop screen to do any action, I get the Apple beachball of death, as if PSE is trying to contact the internet for every move.
Is there a way to completely disconnected PSE from trying to contact the internet so that I am working only offline?
Or is there another reason why the program would be working this slowly. I cannot use it at all. Adobe should reimburse me.

Sorry to hear that. Working offline shouldn't cause issue. There may be some other reason leading to slowness.

I'd call Adobe for some assistance.
In the meantime, try this:
In the Editor, increase the Memory usage for the program. In my version (PSE2018) it's Edit menu > Preferences > Performance. Try reducing the History States too. You'll need to restart the program after making these changes.
In the Organizer, I also disable automatic Media-Analysis in the preference menu (Edit>Preferences)
Also, check at the adobe site if you have enough ram?
