I am new to photoshop elements as well as being somewhat of a neophyte to organizing photos and editing same. My plan is to put together a scrapbook for each of my 4 children. My question is:
Since the newest version of Photo Elements (the 2019 version) does not appear to have any sort of manual yet ..... would it be a safe bet for me to get the manual for the 2018 version to at least start the process of organizing photos? Is the 2019 version that much different from 2018 that I couldn't use it to at least get started?

Have a look on Amazon. There is a 2019 print version of "Photoshop Elements for Dummies" at a very reasonable price.

The Dummies book which I referenced above should serve you well.
If you encounter a problem as you go along, feel free to post on this board. There are many talented people who can help.

There are a number of other resources that are available to learn the program. Things have changed slightly between 2018 and 2019. However, both programs have direct links to tutorial articles and videos.
You should also take a look at the Guided Edits that are available. These provide you with step-by-step instructions for editing a photo, from basics to some sophisticated effects. They are a great learning tool.
