Photoshop Elements Organizer printing contact sheet no control of margins

I have used photoshop elements organizer in the past (Elements 12) but was never able to use the margin options in the page setup (the margin adjustments are grayed out and not editable).  I typically print to a pdf file.  As a result there was very little margin on the left side of the 8 1 /2 x 11 and no almost no margin on the bottom where the page numbers are located.  Ideally I would have liked the sheets to have equal margins on the left and right and would have liked the page number to be far enough from the bottom edge that it would print when sent to a printer.

I figured if I tried the new 2019 version. the  new software would correct that "bug" but it has not.  Not only is the margin "bug" not fixed but the page numbers no longer show up either.  I chose the page numbers in the print option and the page numbers show up on the preview, but they don't actually print.  This is true whether I am printing to pdf or a printer.

I typically print 2 columns (4 to a page) with captions.  The photos are for insurance claim type reports.  Has anyone been able to use the margin controls?  how?
