Hi, I'm thinking about buying Photoshop Elements 2020. Is it possible to transfer photos from any format to A4 or A3 in Elements?

Not sure that I understand your inquiry completely.

Photofiles are not stored in Photoshop Elements; they are on your disk wherever you put them. The Organizer can be set up to point to your photofiles, essentially a database. It is very powerful.

The Editor allows one to enhance pictures, add text, crop, etc.

You can certainly crop/resize pictures to suit.
