Yesterday I updated my Mac OS to Ventura 13.4.1. My Photoshop Elements 2023, vers. 21, will now not work. A window will open, but the top part of the window is not visible, meaning the menu at the top of the window, along with the red, brown, green buttons, are not visible. I can not move the window. I’ve tired a number suggestions found on the web, but no-one help.
So - effectively, my Photoshop Element is not usable.

Did you try resetting the photoshop elements 2023 preferences?
I would do a manual reset by going to
Users/UserName/Library/Preferences
and trashing the following
Adobe Photoshop Elements 21 Paths
Adobe Photoshop Elements 21 Settings folder
com.adobe.PhotoshopElements.plist

Well, I trashed about all the prefs I could find for Adobe Photoshop Elements - going back to Elements 2.0. Didn't seem to have any effect, but maybe... I was now able to grab the bottom of the Elements window (holding the Shift key and using the pull down arrow at the bottom of the window). Tried this earlier to no effect. But now was able to move the whole window southward and see the previously hidden black bar atop the menu bar and therefore see the red, brown, and green dots. So... the program now is workable. I also bought from Adobe the Photoshop Elements 23 for $80. Don't know if that had any effect or not.
But I now have an Adobe pop-up that says "You can also apply this effect to other photos using the Black & White > B&W Selection Guided Edit." I have no idea what Adobe is talking about and I suspect the pop-up will disapper when I leave the program or restart my Mac.
