The color picker is not working. no matter which brush I chose, the forground and background icons would not change to the color I picked. Yes, I read on how to pick the colors and it did not work. I got nothing but gray or white or black, nothing else.

I think I solved my own problem this time. The color picker (and  the charts of colors) worked this time. It worked fine on an image but not when that image consisted of more than one layer. It had to be flattened first.

What you are describing is the color mode of the file being grayscale (black and white).  It has nothing to do with the number of layers.
