Which software program is the easiest to use - elements 15, lightroom or something I didn't mention?

Both Elements Organizer & Lightroom use a catalog system. So it’s necessary to import the images you wish to be managed. The latest version of Elements is not PSE15 but PSE 2018. PSE2018 can be purchased outright. The latest versions of Lightroom are only available by subscription.  Much will depend whether or not you are already using the Apple Photos App.
