Plug in help for Photoshop Elements 15

I know this is a dumb question for most of you but I hope someone will answer me. I am older and don't get it all with plugsins. I put some in the plugins folder but how and where do you get them to work in Photoshop elements 15? They never how up anywhere? I'd love to get a few to work  please someone take a minute to help an old lady.

I've had Adobe elements since way back when the 1st edition came in...these programs change stuff so fast they get outdated..

Some plugins need to be installed rather than copied to the plugins folder.
