PNG to SGV

New Here ,
Jan 23, 2021 Jan 23, 2021

I am using Photoshop Elements to retouch a purchased PNG file. I reduce the file size to 2.44M 800 pixels by 1067 pixels. I am trying to convert the PNG file to a SVG file for use with a vinyl cutter. When I send it through the converter (Convertio) it converts to a black and white file. No color. Am I doing something wrong in Photoshop? I have used the Convertio program with many PNG to SVG files with no problem. I just am unable to figure this one out. Any help would be appreciated.
