Possible to upgrade from Elements 2018 to elements+premiere 2020?

I have Photoshop Elements 2018.  I'd like to upgrade to 2020 and add Premiere 2020.  The bundle right now is on sale for $99.  I want to know if I can get it for less since I already own Elements 2018.

Upgrade info is either a) hard to find, or b) hard to find for me because I am losing it.

Normally, there is a small discount for owners of any prior version of the program or bundle.  I'm not sure such a discount is available for "upgrading" from a single program to the bundle.  In any event, the current price is a large discount from the regular price and is probably better than any prior "upgrade" price.

The upgrade pricing is just a marketing ploy.  The sale prices are almost always lower than an upgrade.
