I have used Photoshop Elements 12 for several years. Now that I installed trial version of PSE 15, all the photos are not imported (like 13 of 20!). I get messages that "the file is damaged or in a format that cannot be included in Elements Organizer". The pictures are ok and can be shown in PSE 12 and Windows. What's the matter?
Also, all the keyword tags set in PSE 12 appear in PSE 15 on a list called "imported keyword tags". They all are in same alphabetical orderno matter whether it is a tag of people, places, events etc

You'll have to find which kind of files are not imported in PSE15 organizer (their format). For instance, the pdf format is no longer supported in the organizer of PSE15 (it is still supported in the editor).

Yes, that's how importing works. If the files contain tags in their metadata (you have used the command 'write metadata to files', then the tags go in a tag category named 'imported tags'. Note that if you use PSE12 to save the categories tree into a text file and use PSE15 to recover the categories tree from that text file, the tags will go in their original category.
In your case, you should not import your files. You should 'convert' the PSE12 catalog to the PSE15 format from the file manager of the Organizer. That's the only way to recover your organization. I suppose you installed PSE15 on the same computer, otherwise you should use the backup/restore process to migrate to a new computer or drive:Move Elements Organizer catalog | Elements 6 or later

The problem in importing photographs cannot be explained by their format because all my photos are in JPG format. I’d be grateful if you had some other possible explanation in mind...
I have had several versions of PSE (3,5,8,12) and now thought of getting a better program for face recognition by getting PSE 15. PSE 12 is quite useless in recognition, I have to do marking mostly myself. Fortunately I installed the trial version of PSE 15 first.

As I read some earlier promlems explained, I now wonder if importing photos to Organizer does't work because I'm using Windows 10 Pro?

I sent 2 photos which were not imported from a folder of 24 photos to PSE 15 though they all are in PSE 12.
Only 8 photos were imported out of 24! No matter whic forder I choose, part of the pictures is not imported.

Could you try this:
In PSE12, create a new catalog and import the 24 files from your folder.
Also, as indicated in my previous answer, convert the PSE12 catalog to the PSE15 format.
Create and edit catalogs in Adobe Elements Organizer
Your 2 samples open fine in the editor and import ok in the organizer 015 for me.
