Problem setting a crop preset

I'm doing a trial of Photoshop Elements 2018.

I want to have a crop preset so that when I edit a group of images I can choose the preset instead of typing in the dimensions each time. When I open the Preset Manager all I see are brushes and swatches on the Tool Type dropdown menu (see screenshot). When I click on Add, it opens an empty folder to load a preset. I can't see how to create a crop preset here.

I don't have PSEv.2018, but in my version of the software on the crop tool's option bar there is a drop-down for "aspect ratio." Look for this and there are several choices. These remain sticky for use subsequently.

I am using PE 13 and for years my pre-set crop dimensions remained "sticky". Now, all of a sudden, I have to type in the dimensions for each and every picture. I have gone to the crop tool's option bar but all the aspect ratio choices are in inches. I have sent my programme for pixels and centimeters. Previously there was a "custom" option and I would fill in my 1800 px by 1200 px crop dimensions and it remained that way for every picture. Now it keeps defaulting to "Use Photo Ratio" for each new picture I open.

I also want to know how to go back to my pre-set crop dimensions.
