Problem starting Photoshop Elements Editor 2021

Unfortunately I have problems starting the photo editor 2021 from Photoshop Elements 2021. It has worked before, but not anymore, not even after several reboots of the PC. Booting from Organizer 2021 also doesn't work. Premiere 2021 starts well.
I have the latest versions 2021 (Organizer 19.0).

Who knows a answer?

Does anyone know how this problem can arise?
Someone who recognizes that PSE 2021 is no longer able to start?
PSO 2021 and PPE 2021 will work well.

Sorry that Photoshop Elements 2021 does not start as it keeps loading the Editor workspace.
