Adobe support no longer resets activations for perpetual versions of Adobe software.

You need to go to Help > Sign out or Help > deactivate on the old computer.

You have to contact Adobe Support and ask them to reset the activations for your license.  You can start a chat session by going to the Contact Adobe Support page and clicking on the chat button in the lower right corner of the page. Make sure you are signed into your Adobe account and try typing Agent when the chat window opens.

Bob, what is the source of this information?  What if the user's computer is not available?

If the computer is not available, then it can't be deactivated.
