problems opening photo shop elements 2018

I purchased the above last night and downloaded it to my laptop . The laptop is a bit better than the minimum spec and runs on windows 7. Last night I could get in to the organiser part of the soft ware but I was unable to get in to the editing side of things as it would not open as it gave me the following error. Today when I have gone back to this it wont even let me in to the organiser part of the soft ware. Any suggestions please?
