The polygonal lasso tool is only working on the bottom 60 percent, or so, of any image I have tried. The tool will not start in that upper portion and if started below that area, it will not continue above it. I am using Windows 10, if it matters.

Try resetting the tools and/or preferences:
You can restore the default settings of a selected tool or all tools.

Preference settings control how Photoshop Elements Editor displays images, cursors, and transparencies, saves files, uses plug‑ins and scratch disks, and so on. If the application exhibits unexpected behavior, the preferences file could be damaged. You can restore all preferences to their defaults.
Note: Deleting the preferences file is an action that cannot be undone.
Do one of the following:
A new preferences file is created the next time you start Photoshop Elements Editor. For information on a specific preference option, search for the preference name in Help.

Perhaps there is insufficient contrast between the foreground and the background on the upper 40%.
Boost the contrast a bit as this may enable you to make the selection.

Nope, didn't work. Thanks anyway. I've tried several photos of varying size, colors and contrast and it is always the same.

It looks like your are alone to meet that problem. Not even sure the post you are linking to is for the same problem:
I can't start with the polygonal lasso in the upper 20% of a picture.
So, there must be something different in your setup. If deleting the preferences as suggested by Peru Bob does not work, there is always the solution to uninstall and reinstall.

Thanks, but I'm ahead of you there. Already tried it, twice. However, I just checked it on my old Windows 7 computer. No problem. Sigh

A minor correction - I thought it was more than 20% but you were correct. My math sux. Also I find that I cannot start a polygonal lasso in that "Bermuda Rectangle"
