PS Elements 13 memory issue

Trying to learn PSE 13. I uploaded one (1) photo. Picked up the healing brush and drew a small circle - message on screen said "not enough memory". What?

My older laptop has 4 GB of RAM.

Technician at Adobe said they don't offer help on older versions but he did explain that there's a "scratch disk" (virtual). available in preferences and I need to clear my memory. I have no idea what he was talking about. Help please, in words a 10 year old can understand. thanks.

Please see Photoshop Elements scratch disks, plug‑ins, and application updates

You need to free up some space on your hard drive.

Close the applications not in use.
Delete unwanted files from your hard drive.
Restart your PC.
