PS Elements wont fully download and im not sure why

i downloaded photoshop and it took 2 hours and made a file. I clicked on the file and it said preparing files. It gets to the very end of the download and says "not responding" so I haven't been able to fully download it and I am not sure why. Can someone, anyone help? I need this for a class I am taking while studying abroad in Italy and I am leaving in 10 days. Thank you.
