I am presently trying out PS Elements 2018 however it has the same problem as my PS Elements 9 in that Organizer hangs on start - up with a totally unresponsive Home screen displaying "Organizer unresponsive" if you click anywhere on the page.
The first time it was cured in Elements 9 by reinstalling Windows 10 with a seven day trouble free run only to reoccur.
The second time it was back to normal after the Windows 10 April 2018 update was installed, once again for one week only.
The trial version of Elements 2018 was installed with the same results despite the fact that initially it picked up the existing PSE 9 Catalog and set about converting it, however it froze with the message that the catalog is being installed, eventually giving the 'unresponsive' message again
