PSE 13 Installation Error

I'm trying to install Elements 13 on my HP notebook computer and get a pop-up error message when I try to open the program after the installation is complete.  The message says there is a configuration error (Error Code 16), and says to remove and re-install the program.  I've done that and still get the message.  Any advice would be appreciated.  Thanks...

When you install the program, on the final screen of installer, do you see any error summary link? or does it say that all your apps are successfully installed?

In case if you are able to see any of the error summary link, then please click on that error summary link and check for any installation errors if present.

This would help us to know more about the issue.

I do not recall seeing an error summary link or any other message besides Installation Complete.  I see the following message when I try to open the program:

     Configuration Error (in the blue heading band)

     Please uninstall and reinstall the product (I've done that three times)

     If this problem still occurs, please contact Adobetechnical support for help, and

     mention the error code shown at the bottom of the screen. (That brought me to this forum)

     Error: 16

FYI, my OS in Windows 7 Home Premium Edition/64-bit.  Also, note that I have a previously installed version of Elements 9 on the notebook computer.  Could that be causing a conflict?  I can easily delete that and and try installing Elements 13 again; however, it has not been a problem having two versions installed on my desktop computer.
