PSE 13 isn't working anymore - Windows 10

After years using PSE 13 it won't start anymore. The app crashes after this screen:

I saw this thread (https://www.nikon-fotografie.de/community/threads/photoshop-elements-13-startet-nicht-mehr.300806/#p...) with the same problem, but he had no solution....
