I was using PSE 14 on my MacBookPro, late 2010, 16 GB ram, 500 G solid-state drive, using El Capitan and then Sierra. Worked fine.
I upgraded to a MacBookPro late 2016 edition, iCore 5 processor, Retina display, touchbar version, 16 GB ram, 500 gb solid state drive, using macOS 10.12.4 Sierra. NOW, PSE 14 is absolutely unusable due to long, long delays in processing. (example: lens blur that used to take 5 seconds now takes 10 MINUTES).
I have re-installed PSE 14. I have reset the PSE 14 preferences and restarted PSE 14 several times including setting the allocated RAM to both low (8000) and high (10000) allocations. The SSD has over 200 GB of available space for scratch disk. I have used OnyX to clear caches, reset preferences, re-run daily/weekly/monthly scripts.
I can't believe I have to go back to using my older MacBookPro (2010) in order to use PSE 14. I tried Apple and -- of course -- they said it's an Adobe issue.
I've scoured Apple and Adobe discussion boards and found nothing beyond what I've tried. I'm at a loss at what to do next.

Please try this on your new upgraded Mac Book Pro.
Try using the Photoshop Elements now to see if its performing any better now.
