PSE 14/win10 opening issues

I have PSE 14 and cannot get it to open.  Its a while since I used it and the laptop has been upgraded to window10.  I have uninstalled PSE 14 and reinstalled (download from Adobe site) the 64-bit version.  It downloaded fine. Initialised fine on the laptop but it just won't open.  Double click on the icon, it goes thru its processes: scanning for plugins, initializing, reading pref etc. etc.  all looks very promising then nada. Nothing happens. Back to square one and the icon on the desktop.  I have uninstalled and reinstalled this 3 times now and would really like to be able to use it today.  Any suggestions?

Try trashing the saved prefs while launching the Editor. Hold down the three keys CtrL+Alt+Shift and keep them depressed while right-clicking on the Editor desktop icon and choosing “Open” – or clicking on the Editor from the welcome screen. Release the three keys after two seconds and when you see the prefs dialog click “Yes” to delete the settings - see image below.

My problem started when Microsoft updated Windows 10 two weeks ago. I can open PSE 14 but cannot save any alterations to the processed image. I keep getting messages saying I do not have sufficient RAM. All other apps are closed down but still get this message. I thought Microsoft works in partnership with adobe.
