PSE 15 cursor not working in Organizer

Just downloaded PSE 15 and when using the Editor mode the cursor works fine. If you start up or toggle to Organizer the cursor disappears and becomes non functional. I have PSE 13 installed as well on a Win 10 O/S with is up to date from a patching perspective. I have already uninstalled and reinstalled again. I have run all the recent updates available for PSE 15. Many of the troubleshooting steps require access to the preference menu which I am unable to get to because the cursor does not work. Any suggestions?
