PSE 15 Organizer and OS X Sierra

I downloaded PSE 15 OK and get the workspace OK, but can't seem to get the Organizer to work. Does Organizer work with el Capitan and/or Sierra. If so can I have both PSE Organizer and Photos working at the same time? Which is better-I know that is a difficult question in that what is "better," but general info would be appreciated. I'm used to Photos and, if available, don't know if it's worth it to try and learn another system.

I have an old iMac with El Capitan and a new MacBook Pro with Sierra, both with latest updates.

Hi Carl. It is best not to use two separate photo management systems otherwise you could be duplicating all your images on your hard drive.  If you are happy with the Photos App you can edit directly in the Elements Editor App. Photos on Mac OS now permits the use of Extensions.  Go to this link for more information:
