PSE 2019 launches, but is totally unresponsive. Even after reinstall

I have been using Photoshop Elements 2019 since January with very few issues. Today it became unresponsive. It launches either through the organizer, the Windows start, or by opening a .psd file. When it launches, I can't do anything. Not even the the Windows minimize/maximize/close buttons work. I have rebooted, uninstalled and reinstalled (ver 17.0), stomped my feet, used foul language; nothing seems to work.

The task manager shows it as Not Responding.

Some days technology hates me.

Try resetting the preferences file.  Immediately upon launching the program, press the Alt+Shift+Ctrl keys.  A message will pop up asking if you want to delete the settings file.  Click Yes or OK.

BTW, did you you recently update Windows?

Sorry that Photoshop Elements 2019 suddenly becomes non responsive and it becomes unusable. As Greg_S. has mentioned, try restoring

Photoshop Elements preferences to default and if that does not help, take a look at the list of troubleshooting steps mentioned in this article Troubleshoot system errors, freezes, and crashes in Photoshop Elements
