PSE 2021 and Canon R5 HCT files

Can PSE 2021 open Canon HCT files? 

I am using PSE on a Surface Pro and have instlled the Windows HEIT  and HEVC codec app.

Are you talking about HEIF files with .heic extension?  If so, you should be able to open the files in Elements 2021.  You can get a 30 day free trial here, so you can see for yourself.
