PSE 2023 Organizer menu items

I have used PSE 8.0 for years but decided to "upgrade" to 2023. As part of the installation I accepted the option of having 2023 use the existing 8.0 Organizer (containing about 20,000 photos). After the installation procedures completed I found that none of the 2023 Organizer Menu Bar items (File, Edit, Find, View, Help) or the other action Buttons (Import, Create, Share) respond to being clicked. No sub-menus are presented when these items are clicked. I tried restarting the app and restarting the computer. I'm not a techie so don't really know what I should do next. I looked for help in the Adobe material but couldn't find anything helpful.

Any suggestions would be appreciated.

Have you changed computers?  What OS are you using?  In Windows, this problem frequently occurs when you have the taskbar set to Auto Hide. If this is the case, turn of the Auto-hide taskbar feature.

Hi there Greg S.. Thanks for responding. No, I haven't changed computers. I tried to install PSE 2023 on the same Dell desktop I've been using for almost 5 years now, with specs as follows:
Intel core i7-7700 @3.6GHz16GB installed RAM2TB hard driveWindows 10 Home 64bit OS
I don't know if the menu is set to Auto Hide because I can't open any of the menus to see any of the settings. When I click on on any of the menu bar items or the other buttons, nothing happens.  The software is totally unresponsive to the clicking.

I am asking about a Windows setting, not an Elements setting.  Does your Windows taskbar disappear if your mouse is not hovering over the bottom of the screen when you use any program?  To change this setting, right-click on the Windows taskbar and select Taskbar settings from the context menu.  This will take you to the dialog where you can turn off Auto-hide if it is turned on:

If that isn't the problem, what is the recommended size of your computer display?  (Right-click anywhere on your Windows desktop and select Display Settings.)

Sorry for the delay in responding. I don't know why, but your follow up note wound up in my spam folder, which I only review occasionally. Anyway, after receiving your first note (that clearly, I misunderstood) I continued messing around with the Organizer in efforts to get the menu bar items and sub-menus to display (they worked just fine in the Editor). Eventually, and much to my surprise, they suddenly started to work, and I have had no problems since then. One thing I did notice with the Organizer was that when I selected the option to use the PSE 8.0 organizer database for the new 2023 software, it took a very long time to execute. My (non-technical) conclusion therefore was that while all the new Organizer linking and other invisible set up activity was going on under the hood, the software was far too busy to respond to my clicking of Menu items. One further observation that may give some credence to that is that while all that new Organizer set up was going on my (Dell XPS desktop) computer was working very hard. At times the fan got so loud I thought it was going to explode; and the Task Manager kept peaking at 100% for CPU and Power usage. In conclusion, after a very long setup period, and some alarming moments from the fan noise, the Organizer seemed to settle down, and started to work as expected. Since then, it has performed flawlessly. So thanks for the input and apologies for misunderstanding your first note. I certainly appreciated the time and effort spent trying to help me with a frustrating problem.
