Since the 2025 version has a time limit (3 years), I wonder if this includes major updates (e.g. 2026, 2027)? Or will we only get minor updates 2025.xxx? What do you think?

You will only get the minor updates to Elements 2025.
I have yet to see any confirmation, but I assume that you will still get a prior-owner discount when purchasing future versions of Elements.

Adobe will continue to release a new version annually with new features. Existing users who wish to purchase the new features will be entitled to the upgrade discount.

I think you are a bit confused: Updates are issued to "fix behind the scenes" things- compatibility with an OS quirk, or a program behavior -"stability" for example. Adobe might discover a bit of "code" is a bit wonky and really need to issue a update so that a feature continues to work.
Upgrades- as users, even Adobe, often like to refer to new versions- Are just that- they are new versions. Users also confuse updates and upgrade.
Users have to pay for new versions (Upgrades), they always have, and they always will have to do so.
Some users seem to think that because they purchased PSE (version whatever) that they might get the next version for free. PSE 2025 is a new version, it's not a major update, it's an entirely new version.
Below is a listing of the last updates that were done for PSE 2024: They are a perfect example of the type of things that get "Updated".
