PSE 9 Updates not installing

I have tried repeatedly over the last few years to install the updates below and I keep getting this message.

  Adobe Photoshop Elements 9.0.3 Update

  There was an error downloading this update. Please quit and try again later.

  Photoshop Camera Raw 6.5 Update

  There was an error downloading this update. Please quit and try again later.

I have also tried to use the "Help" application but I get the following message -

"The Adobe Help Application could not load a URL because the specified file could not be found. You may need to re-install the application and the Help component"

Effectively NONE of the Help functions are working.

As for the Help, all the relevant pse 9 stuff has long been taken down.

Thanks for posting in Adobe forums.

It seems you are facing issue wot install updated in Adobe Photoshop Elements 9.

Can we follow the following steps:

- Please click here to download Adobe Application Manager for Windows.

or

Please click here to download Adobe Application Manager for Mac.

- After installation please double click its icon on your desktop screen to complete the installation.(Windows)

- After installation please double click its icon by searching it on finder to complete the installation (Mac)

- Open Adobe Photoshop Elements

- Click "Help"

- Click " Updates"
