I had to re-install PSE 9 (with disc and serial number) a number of times now because of this problem. It won't open a new file.Other times after exiting and closing and restarting it, it suddenly opens a new file. Sometimes I open an existing psd file and then it can't be edited. use Windows 10, this is a brand new laptop where everything had to be re-loaded.

Have you applied the 9.0.3 update?
How large is the partition where elements is installed and also the images stored?

Brian my laptop is 950GB of which 628GB is free.
I will try to download the update tonight. Our internet is rather unreliable. Thank you for your reply. Will keep you updated.

Brian the download worked and it seems as if I am able to open a new file on the first click. Previously I had to close and re-open and try this a number of times before I was able to open a new file to create or paste something. Thank you for your help. I hope this has solved my problem.

How much memory does your laptop have?
How large are the files that you try to load - in Kb and pixels if possible?
Is there any error messages?

I am not sure if my problem is the same as yours, but, today I tried to open Elements 9 ( as well as Premiere 9), neither opened and instead I got an error message. It said Configuration Error and said I needed to uninstall and reinstall the software. It said to contact Support if that didn't work and also told me to refer to "Error 9".
I haven't uninstalled anything - looking for feedback from others who had the same problem.
P.S. First time in this forum, so excuse me, but, I can't figure out how to add a new thread in here either, if my problem is different.
P.P.S.: Running latest update of Windows 10.
