PSE not opening RAW full size

I just purchased PSE 2019.  I see the photos full size in my thumbnails but when they open in PSE they are cropped. 

Any ideas?  Thank you

What camera do you have?

In camera raw click on the Crop Tool and then click Clear Crop and see if that makes any difference.

Thank you so much!!.

  I am having to do it for every photo which is a bit annoying but at least I can have it the right size.  I have tried a number of things to make the crop not come up on each photo.  Such as being sure to save each photo in a different option other than crop but it still automatically pops up on crop.

A simple click on the crop tool will show the whole image and the selected crop.

What make and model camera are you using?

You should check the settings on your camera to see if you have the size set to something other than Full size.

I checked image size on the menu.  There is not an option for full or not full.  Just fine, RAW etc.  I have it set to RAW.  The camera is a fujifilm X-T3

There seems to be a choice of Image Size/Aspect Ratios.

You want the L 3 : 2 6240 × 4160

The Shooting Menus (IMAGE QUALITY SETTING)

It looks like image ratio can only be set when you are not in RAW mode.
