If you go to

(user) Library\Preferences\Adobe\Plugins\Adobe Contact Sheet II PSE12\Elements

and delete the

Adobe Contact Sheet PSE12 Prefs

hopefully you should be able to use the Contact Sheet II plugin again.

To see your user Library, in the Finder Go menu press the Option key and then you should see Library listed on the Go menu.

I have this same problem in Photoshop Elements 18 2020. I even reinstalled it to see if that would replace the missing element. I do not have the path listed: (user) Library\Preferences\Adobe\Plugins\Adobe Contact Sheet II PSE12\Elements. Finally found it with this Path, Library\Preferences\AdobeElements\18.0\Adobe Contact Sheet II\Adobe Contact Sheet Prefs. Now that I've found it, do I delete the folder or the prefs inside the folder?

I have to follow the same instructions and go to Adobe... 18. I am working with a great many negatives. and there are times that each roll of negatives I scan, I have to follow this procedure for every roll I want to make a contact sheet. Today, I have had to follow this procedure five times in a row for five rolls of film. There must be a better way!!! Is there?

If you delete the folder that the contact sheet II was last used with, that will generate the error.
