Hi Harold,
Please try after resetting the preferences of editor. For this:
Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately while launching the Photoshop Elements editor. A dialog will come , click Yes to delete the file.
You can try PSE15 for one month simultaneously . For this you need not to uninstall/delete PSE9. For new features in PSE15, please checkout this page
