PSE9 Photshop Elements 9 "install" can't be opened

I purchased Photoshop elements 9 in July 2012, not even 5 years ago.  I have always had it on any new Mac I have purchased, all of a sudden with this Mac I am having issues installing it.  I download the installer and get the following message when clicking on Install

"Install" can't be opened. You should eject the disk image.

"Install" is on the disk image

"PhotoshopElements_9LS15 (2).dmg". Google Chrome downloaded this disk image today at 12:50 PM from trials2.adobe.com

I followed the instructions and illustrations as shown in the link to your post 2259876, up until "6. Drag the Install into the Terminal window and press Return".  Nothing happened.  Then I double-clicked on the "exec" icon and the dreaded Install can't be opened" window appeared again.  This time I didn't click the Eject button but clicked Cancel and having found the Terminal in the Utilities folder, duly dragged and dropped the Install icon into it - again the Install can't be opened window appeared.  What am I doing wrong?
