PSElements 2019 Won't Open

After years of using PS Elements, this version now is 2019, all of a sudden, it will not OPEN.  I click on the icon and it begins bouncing as if trying to open and then it stops.  The application Adobe P.S. 2019 opens but when I click on the Editor that is the issue. It is not working anymore. WHAT'S UP?  And, how to fix this. I have tried shutting down, closing the apps and reopening but that does not fix it.
