putting 6x4 photos on one transparent 8x10

ok - so I'm an 80 year old who has been doing computer work for years.  A few years ago I had a little stroke, so I'm thinking I'm missing a step here. Before, in previous editions of Photo Elements, I would take 6x4 (2) photos from the PHotoBin, and make a transparent 8x10 on it and bring them into a new layer on the 8x10 and be able to move them into position to print two on 8x10.  Now on 2024, the first 6x4 goes to the middle and can't be moved. 

And, actually, I tried on the 2023, version that I still have on another Mac, and it actually did the same thing.  And I know I did it on that version. So I'm thinking I'm missing a step.  What am I missing?

Make sure you are in Advanced mode, so that you can select the Move tool.  (If you are in Quick Mode, you can press the keyboard shortcut: V to select the Move tool.)  When the Move tool is selected, you can move the layers around.
