I'm new to Elements 12 and still finding my way round. I need to re-size my images for various purposes - when I go into Image-Re-size-image size - at the top where it gives you the width and height in pixels - if I hold the mouse over it, a note comes up saying hold the shift key to change the pixels. But mine stays greyed out and absolutely nothing happens. As these are specifics for books, I desperately need to know what to do. Any advice please would be greatly appreciated.

Look at this online help guide for resizing:
Resize images in Adobe Photoshop Elements
Changing the pixels count means 'resampling'; that explains why you should tick the 'resample' checkbox in the resizing dialog.
