On Jan 30 & Feb 02 I had reported that I could not insert text in PSE13. As there is nor reaction whatever, The failure is also in version win64. Photoshop Elements wonder wether the question is in the wrong shelf. Is there no one to know something helpful?

If you don't get an answer, that's not because nobody cares, that's not because no one understand the question (your screenshot is very descriptive). That's more likely because the reason of the issue is not common nor obvious.

Adobe staff may consider they don't have the burden to answer questions about non current versions. Advanced users may never have met this issue themselves (if they have PSE13) or seen about it in forums. For instance, I have kept a number of Elements versions, but not PSE13.
The problems of text and fonts may be linked to:
- Windows 10 Creator upgrades (the solution is generally to upload the very last version (1709)?
- Specific problems with Elements 13, possibly corrected with Elements 13.1 update
- problems with displays, although your screenshot does not show it as likely.
The more info you can give will help other users to help you. (Please continue to post in the same present discussion to make it easier).

Mea maxima culpa! Pls accept my apologies for being impatient.
I had counted the wrong trees in the woods, being sort of puzzled by various "misbehaviors" caused by a troian horse a had had just before.
Now the solution: When you erroneously pick a letter size of 72 pts, you'll see just the lower part of an E, appearing as a "bar". I found out when I clicked on that bar and saw the enclosing frame extending above the defined picture area. So, the mysterious "error" found a rather simple explanation.
