Does PSE 15 have the ability to process RAW files from the Pixel 3a smartphone?

No.  The camera requires ACR 11.3 which is the latest version of ACR.  Elements 15 only supports ACR 9.10.

In fact, even the latest Elements 2019 does not yet support 11.3, although I hope that will be updated soon.

Your option is to convert the raw files to DNG format using the free Adobe software found here.
