I am using PSE 2022 and I cannot read the RAF files from a new Fujifilm X-S20. Is there a solution? (no DNG Converter please)

Will an update come for PSE 2022 come? 

Would PSE 2024 help?

Yes, Elements has an updated camera raw plug-in that will handle your camera's raw files.  (You can download a free trial to check it out.)

 

Alternatively, you can use a workaround to update the Camera Raw plug-in file in Elements 2022.  See the instructions found here.  You must follow the instructions exactly.
