We really need a screenshot or two of what you are talking about.   PSE (Photoshop Elements) does not contain any 3D features (With one exception in the moving elements- and it's not that good a 3d effect).   When you post the screenshot:  Please don't taake a picture of fyour with your phone and post that- suck images often leave out needed information. 

The image below is a good basic screenshot, posted just for a sample.
