re-install Photoshop Elements 14

Hello,  purchased photoshop Elements 14 on 3rd August 2016. Where can i find the link to download them?

My computer system crashed and I lost all my file including Photoshop Elements 14. Now my computer is repaired and I intend re-installing.

Unable to re-install give me error message not accepting the serial number. Please help.
