Really basic Premier Elements question.

Sorry for so simple. I'm simply interested in editing continuous drone video. My pitiful current software will not allow, with ease, editing center portions of continuous video to create scene clips which then can be used with transitions. Will Premier Elements 2020 do this easily?

The simple answer to your question is yes.   But do as Phinny says and try it out for yourself to see whether it suits your needs.
